The One UI 3.1 update for the Galaxy S10 Lite is seeding in Spain at the time of writing this, but it should expand to other regions soon.
If you live in Spain and haven't received One UI 3.1 on your S10 Lite yet, you can try checking it manually by navigating to the Settings > Software update menu on the device.
